Strong Presence in the Philippines

The Philippines is one of Energy China’s earliest and most important overseas markets in South-East Asia. Since entering the market in 1997, the company has established 14 local entities involving 12 member enterprises.

As of June 2025, Energy China’s cumulative contract value in the Philippines has exceeded US$6 billion, covering hydropower, thermal power and renewable energy plants; planning and construction of transmission and distribution networks; and major infrastructure projects such as flood control, water supply and wastewater treatment. These projects have contributed significantly to the nation’s social and economic development.

Landmark Renewable Energy Projects

In renewable energy, Energy China is participating in the TERRA Solar Project, the largest solar energy storage project in the Philippines. With a planned capacity of 3.5 gigawatts (GW) of solar and 4.5 gigawatt-hours (GWh) of storage, the project is divided into two phases. Energy China serves as the EPC contractor for the Western Section of Phase I, responsible for 1.4 GW of solar capacity and 3.3 GWh of storage systems.

Spanning Nueva Ecija and Bulacan provinces – covering Gapan, Peñaranda, General Tinio, San Leonardo, and San Miguel – the project stands as one of the largest and most advanced renewable projects worldwide.

Despite challenges such as tight schedules and limited land availability, Energy China has mobilized global resources to ensure efficient and high-quality project execution. In July 2025, the project achieved a major milestone, with 400 megawatts of solar capacity successfully installed in the Western Section.

Once operational, the project will support the Philippines’ renewable energy targets of 35 percent by 2030 and 50 percent by 2040, while supplying clean power to 2.4 million households annually and reducing 4.3 million tons of CO₂ emissions each year, equivalent to taking 3 million vehicles off the road.

Looking Ahead

Energy China will continue to deepen its strategic partnership with Meralco and its subsidiary MGEN, based on the TERRA Project to expand collaboration in clean energy. By leveraging its full-industry-chain integration and global resource synergies, Energy China will actively pursue new opportunities in solar, wind, storage and power grids, jointly delivering flagship clean energy projects of demonstrative significance.
