The concept of the ‘one-stop shop’ is a very popular one in the engineering and construction fields. From oil and gas companies to chemical manufacturers and industrial utility providers, industry players don’t have the time, money or inclination to shop around. When there’s a project to realize, it needs to happen as efficiently as possible.
So goes the elevator pitch of PEC Process Systems, a Singapore-based plant and terminal engineering specialist that takes pride in providing a one-stop engineering, procurement, construction and commissioning (EPCC) solution for the oil and gas, petrochemical and pharmaceutical industries in Asia and the Middle East.
PEC is, at its heart, the one-stop shop the industry desires.
The latter, in particular, has become a crucial element in PEC’s long-term strategy. The Middle Eastern and African markets are brimming with potential for new industry players, and PEC has positioned itself as a premium partner for those seeking integrated engineering solutions.
With a strong track record of reliability and getting things right the first time, every time, PEC has built a firm foundation of success across its three product pillars – floating production, storage and offloading (FPSO) vessels and the offshore business; gas compression and modular packaging; and sustainability – since it was established in Singapore in 1982.
The next chapter of the PEC story, however, is the Middle East. The company’s AUDEX subsidiary, formed in 1994, is itself a trusted engineering, procurement and construction (EPC) center, with the same one-stop-shop mentality as its parent company. AUDEX’s presence in the Middle East and in the United Arab Emirates in particular has paid dividends for PEC in recent years.
Along with AUDEX, PEC has worked closely with the United Arab Emirates government to use local infrastructure and resources in the delivery of global projects, cementing the nation’s status as a blossoming manufacturing hub.
This is underscored by PEC’s new Abu Dhabi fabrication yard, built to meet the growing demands of the oil and gas industry there. Part of a 30-year lease, the Khalifa yard is an integral part of PEC’s long-term plan to build up its module manufacturing business. Already six hectares in size, phase two of the Abu Dhabi development will expand the yard to 11 hectares, plus an additional workshop.
The Khalifa fabrication yard operates in tandem with PEC’s existing Fujairah yard and a brand-new project management office in Abu Dhabi, designed to oversee the company’s United Arab Emirates-based projects.
Additionally, PEC delivered its first FPSO topside in 2024. The FPSO is a major milestone for the company – and a further three are in the pipeline.
Together, PEC and its allies form a sound supply chain for customers, with a hands-on approach that has honed safety and quality standards to the highest level.
In the digital realm, PEC has made a full-bodied effort to stand apart from its peers. The level of digitalization PEC has embarked on is unusual for the industry, which is typically seen as more blue-collar than white collar. But PEC has straddled both worlds by establishing an IT division that focuses on developing software and apps to augment the construction process.
Clients can keep abreast of a project’s progress via PEC’s mobile app, eliminating the need to attend meetings or conduct site inspections. In doing so, transparency for both internal stakeholders and clients alike is increased, and through live data, the true picture of any given project is available 24/7. Such diversity of pursuits allows PEC to spread its combined EPC and turnaround and maintenance project businesses across a very broad canvas and makes the company a viable and trustworthy partner to a greater number of companies in the field.
And it’s as a valued partner that PEC has earned a stellar reputation, particularly for its reluctance to subcontract work. Unique in the industry, PEC chooses to subcontract less than 10 percent of its workload. Instead, the work is done in-house by permanent staff, who are able to tap into the company’s values and philosophy that the project, not the company, must be the ultimate winner.
In fact, a PEC project has multiple winners, including the company’s long-standing partners, trusted to deliver top-quality products and services.
Many of Singapore’s businesses rich in industry experience are on side, including rotating equipment solutions provider Sulzer and leading engineering firm Universal Solution, while partners further afield include Indian sustainable energy sector innovator Lakshya Powertech.
Such is the strength of PEC’s bond with Universal Solution that when PEC moved operations to the United Arab Emirates, Universal Solution followed suit. Elsewhere, PEC has packaged gas compressors manufactured by United States firm, Ariel, since 1998. Trust is the agent that has sustained these strategic alliances and kept them strong for decades.
Together, PEC and its allies form a sound supply chain for customers, with a hands-on approach that has honed safety and quality standards to the highest level, as befits a firm in the business of offshore and live plants. The company is a consistent winner at the Singapore government’s Singapore Safety Awards, and in 2024 was honored with two trophies at the Workplace Safety and Health Awards, a further testament to its steadfast commitment in this regard.
The results speak for themselves. PEC’s revenue jumped 14 percent in the 2023/2024 financial year. In the same financial year, net profits doubled from the previous year’s result. The Abu Dhabi facility has only scratched the surface of what PEC is capable of in the United Arab Emirates, and the company’s clean energy presence is growing steadily, all in accordance with its core business values.
